Brief Introduction

Ningbo Public Security Bureau is a municipal governmental department presiding over the public security of the city. It is also a managing and leading body of the whole police at all levels across the city.    

major responsibilities include:    

1.To implement the national policies, guidelines, laws and regulations on public security; to draft related local regulations and policies, and to dispose and supervise public security work of Ningbo;

2.To conduct appropriate investigation on criminal and economic cases of the city; to coordinate the investigation on trans-regional and foreign-related cases;

3.To direct and supervise security work of government organizations, social groups and enterprises; to direct the security keeping work of other organs;    

4.To conduct and take charge of local police stations’ management on public order, census registration and resident’s identity card; to direct local police stations’ management of guns, ammunition, controlled cutting tools and other hazardous items which are radioactive, poisonous, flammable and explosive; to handle the emergency and offense cases; to manage assembly, procession and demonstration according to law;    

5.To conduct the management of local detention houses and remand homes; to direct the preparatory examinations on public security; 

6.To supervise the management of immigration/emigration affairs of Ningbo;

7.To be responsible for the public security administration in whole city’s coastal defense and inland rivers;       

8.To be in charge of the safety protection and safety supervision of the city’s computer information system;  

9.To be in charge of urban road traffic safety, handle traffic accidents, maintain traffic order, organize and implement the management of vehicles and drivers and so on, and be responsible for the traffic management work of Haishu, Jiangbei, and Yinzhou districts.
